And that's exactly what it should be. In eve you have short range weapons like the HMG and a long range one, that has a slow rpm, and has less turn speed on the turrets.
This gun should be like the breach variant of the forge, so that you can't move while shooting, or just very slowly.
Speaking off I CCP could introduce a variant on the HMG with the Gatling Gun Barrel removed and a longer barrel in place with a much slower RoF I could actually see myself tolerating an Auto Cannon AV weapon.

Yes essentially that.
Hell I'd even skill Sentinel to use one.
Not sure how the Laser Heavy Weapons would be done though.
Plasma Cannon Variation? Shoulder Mounted Charged Anode Stream? Or Under-slung Focused Pulse Laser Cannon?

Heck if they could extend out the barrel of the Laser Rifle above the Heat/Laser Guards into an LMG I could live with that too. I have really taht feel like heavy will be here in short time ;) If they make autocannon like GMG from fallout, it will be great and i will gladly replace it for my idea for sure. About amarian heavy, i see something like HLR, like concetrated lazer stream going stronger on power, turn itself off and again (like sequentional lazer beam -> small dmg, going stronger ->medium damage, going even more strong ->strong overheating beam with full damage -> turns itself off) :p
That laser is very contrived I feel...... sadly it's not like we can expect more.
